Workload cluster release aws-34.5.0 for CAPA

CAPA releases releases aws-34.5.0

This release includes a containerd fix for a security vulnerability, and also bumps Kubernetes to v1.34.10 for the latest bugfixes and Flatcar to v4593.2.4.
